BOROUGH COUNCIL.
monthly council meeting. The regular meeting of the Paeroa Borough Council was held on Thursday evening. There were present: His Worship the Mayor (Mr W. Marshall) Crs. T. P. Vuglar, H. M. Shand,, F. E. Flatt, W. Bain, J. W. Silcock, R Edwards, and G. P. Lamb, and the Town Clrek (Mr W. C. Alexander). An apology was received from Cr. P. EBfenan. LIBRARY SUBSIDY. The secretary of the Paerpa Library Committee wrote asking that, the borough subsidy be forwarded a* little earlier this year than was usual. The Mayor said that a cheque had been forwarded, and this action was approved by the Council. WATER SUPPLY. The area officer, Defence Department, Paeroa, wrote asking that the Council review the charges for water, as the same appeared to be excessive. There were only three taps, and very little water was used. The charge was £4 per annum. The Mayor said that he had investigated and thought £3 would be a reasonable rate. Cr. Flatt moved, and Cr. Vuglar seconded, that the charge be £3. — Carried. Mr J. Ryan wrote applying for a water connection to Miss Cock’s house in Willoughby Street'—Granted, subject to compliance with by-laws. CROSSINGS. W. Denton wrote asking that a crossing be put at his gate from Corbett Street. —Granted on the usual conditions. The secretary,. Presbyterian Church, Paeroa, applied for a crossing from Willoughby Street—Granted on the usual conditions. SEWERAGE. W. J. Simpson wrote asking for permission to run a seiver from the present main sewer to the boundaries of Mr S. Leach’s and Mr W. North’s propertties. Also to leave a junction for further connections. —Work authorised, metalling OF ROAD. A. Clark wrote asking that the road off Thames Road opposite Raroa Road be metalled. He offered to pay half the cost and to assist in spreading rpetal.—Referred to Works Committee for report. • PETITION FOR ROAD access. Seven residents of Russell and Willoughby streets petitioned the Council, bringing under its notice the deplorable state of these streets and asking that reasonable means of access be granted. They offered to assist by giving a total of eleven days’ labour and £l5. ' Cr. Edwards said that the work was required. Residents had promised £l5 and to do labour on the road. ,Cr. Vuglar said the road was in a very bad state. : Cr. Flatt said that it seemed hardly right rto spend a large sum of money, as these streets would be . among those to be laid down under the permanent reading scheme. His Worship pointed out that it would be impossible to do anything until the weather improved. The roads could not be formed and metalled put of general revenue. Cr. Vuglar suggested fascines. Cr. Fla X-t suggested that the matter be left to the Works Committee, who should meet the petitioners on the spot and ascertain how far the Council could go, taking into consideration its financial position and the residents’ donations towards getting temporary relief. He moved in that direction, and Cr. Edwards seconded the motion. Cr. Bain said that he considered the money would be wasted, as the roads would have to be put down permanently when the loan money was received. The motion was carried. DAMAGE TO ROADS. The Hauraki Plains Cpunty Council engineer wrote stating that he had no previous knowledge of the cartage of metal through the borough. The County records showed that 577 yards of metal were carted during February, March, and April 1921. So far as he knew there was norhlng on record whereby his Council had agreed to pay for damage •done to the roads, nor of any claim for damage being presented.—Re•ceived. SANITARY BY-LAWS. The senior inspector of the Department of Health, Thames* wrote stating that he considered the proposals unsatisfactory, and would recommend that the by-laws be not altered. The Mayor said that this was in reference to the/savirig clause. He moved that the letter, be received, and" acted upon accordingly. This was carried. HEAVY TRAFFIC CONFERENCE. The Te Aroha Borough Council wrote stating that His Worship the Mayor and the deputy-mayor had been Appointed to attend the conference. The clerk of the Piako County 'Council wrote stating that the next rmeeting of the Council was on the :16 f h' inst, and asked to be advised of ithe date of the conference. The Thames County Council wrote notifying that the County chairman, Mr H. Lowe, and Cr. J. McCorimck had been appointed delegates. The Town Clerk, Thames, wrote stating that delegates would be appointed when the date of the conference became known. The Ohinemuri Countv Council wrote stating that the chairman and ■ Cr; Johnstone had been appointed! •delegates. The Waihi Borough wrote stating -that the Mayor and Cr. Basch had Jjeen appointed delegates. His Worship said that in all probability the conference would be held in the Coronation Chambers on Friday, 20th inst. LOAN MONEY. Mr H. Poland,. M.P., wrote from Wellington staging that he had taken the Council’s application for the £5OOO loan to the State Advances Office and . was assured that it was in order and .would be dealt with .at once.
Cr. Edwards moved, and Cr. Flatt seconded, that Mr Poland be thanked for his action. DOG REGISTRATION. His Worship said that this matter had been overlooked. He moved that James Capill be appointed registrar of dogs, and that his remuneration be sixpence for each dog registered. Cr. Flatt seconded,, and the motion was carried. It was decided on the motion of His Worship, seconded by Cr. Silcock, that the registration fee be 2s 6d for dogs kept solely for the i>urpose of herding or droving cattle or sheep and 5s for all other dogs. NOTICE OF MOTION. It was agreed that Cr. Flatt’s notice of motion be held over until the next ordinary meeting. RIVER ROAD. His Worship said that a representative of the Lands Department had asked that a conference between him! self, the Mayor, and the Public Works Department engineer be held on the following day to discuss the position in regard to River Road, through the Rawhitiora block. Cr. Bain said that the Council should not. take over the road, as it would not benefit settlers and would have to be metalled and maintained- _ Cr. Edwards suggested that the Mayor agree to dedication of the road, provided the Public Works Department metalled it. He recognised that there had been an agreement at. one time to dp this, and a breach of faith had been committed in not having the road dedicated. Sections had been cut up and titles issued on the assumption that the road would be dedicated. He moved that the Mayor represent the Council at the conference, and that he agree to accept dedication of the road, provided the Public Works Department forms a stop-bank with the road on top, and that the Mayor strive to get the Department to meHal the road. The motion lapsed for want of a seconder. Cr. Flatt moved that the Mayor attend the conference and that, the Council’s previous resolution be adhered to. He said that he was against taking over an unmetalled road. Cr. Bain said that in his opinion the Council would be doing no good by accepting the road. If the Public Works Department made a stop-bank, the top would be an outlet for the sections, and as good a one as they had at present. After much discussion Cr. Flatt moved that the Mayor attend the conference and report Cr. Edwards moved as an amendment. that the Mayor attend the conference and that he be authorised to make tentative arrangements. Cr. Bain said that he was opposed to taking over the stop-bank unless the road on top was metalled. Cr. Silcock contended that the Mayor should have something definite to go on, and as the previous amendment lapsed for want of a seconder he moved that the Council accept dedication, provided the road was metalled. Cr. Edwards seconded, and the amendment was carried, Cr. Flatt voting against it. DOMAIN PAVILIONS. Cr. Silcock said that the Rugby Union had been told that the pavilions on the Domain could be used as dressing rooms. He asked what right had the Council to give this permission. It was pointed out that all buildings bn the Domain were under the control of the Domain Board, which was the Council. BY-LAWS. His Worship said that as the conference to consider heavy traffic would probably be held next week it mihgt be necessary to alter the Council’s by-laws before adopting them. As, however, it had been advertised that the by-laws would, be confirmed at the present meeting, he moved t,hat it be adjourned until July 24. Cr. Flatt seconded, and the motion was carried. GENERAL. Cr. Flatt moved that the Thames Valley Power Board be requested t.o supply weekly a statement of renewals and that the account be paid might be necessary to alter the Counand carried. The Municipal Association of New .Zealand forwarded the order paper for the 16th conference of delegates, to be held on July 18.
