PAEROA RUGBY UNION. MEETING OF COMMITTEE. - The committee of the Paeroa Rugby Union met in the Borough Council Chambers on Tuesday evening. Present : Messrs J. Walmsley (chairman), H. M. Shand, C. Potter* T. P. Vuglar, W. Power, B." Neil, and the secretary. A letter was received from Mr W. Thorburn advising that he was unable to act, either as selector or a member of the committee. Mr E. Moore was elected to fill the vacancy on the committee, but the appointment of a senior selector was held over until next, meeting. The East Club applied to play in its third grade team schoolboys who were overweight.—-The application was refused. Registrations of players from clubs were accepted. In recognition of the valuable services rendered to football in Paeroa by Mr J. W. Silcock, the late chairman of -the management committee, he was elected a life member of the union. Mr W. H. Taylor was appointed official timekeeper for the Paeroa matches for the season. Owing to the East Club withdrawing from the senior competition the first Saturday’s senior matches were altered, and Netherton will play Subsuburbs at Hikutaia. The following is the draw to May 12,. Seniors.—April 28: Netherton v. Suburbs, at Hikutaia; West v. Korn ata, at Paeroa. May 5 : Netherton v. Komata, at, Netherton; Suburbs v. West, at Paeroa. May 12: West v. Netherton, at Netherton; Suburbs v.. Komata, at Paeroa. Juniors.—April 28 : Karangahake v. Netherton, at Netherton ; Suburbs v. Komata, at Paeroa, No. 2 ground, 3 p.m.; East v. x RULES OF RUGBY. The following resolution were passed at the recent Referees’ Conference at Christchurch :— (1) That touch judges indicate only where the ball went into touch, the refei ee deciding whether the ball landed in touch or not,; (2) that the wing forward be regarded as an obstructionist, and should be penalised for obstructing or handling an opponent wherever the ball might be; (3) that a player cannot follow the ball into the scrum with the outside foot. The conference adopted an involved off-side definition, a summary of which is that an offisider, waiting within the ten yards’ limit, cannot be put on side by any act of his own or his opponents, but cannot be penalised for remaining passive and taking no part in the game, provided his position does not hamper his opponents. The following rulings were confirmed :— ((1) A scrum, being for a breach, and the presumption being that the ball must be fairly put in, it was immaterial who put it in. (2) If a player with one foot over the goal-line and the other in plav picked up the ball and forced it the referee should give “Carry over,” except where the ball is taken in the air, when a force-down is allowable. (3) Rule 19, relating to breaches within ten yards of the touch lines, refers only to such breaches between the twenty-five lines. (4) Where the marker is knocked out and has to leave the field the referee can give the kick to anyone else or order a scrum. (5) Where a player kicks the ball into touch from outside his twentyfive after the call of time play must cease. (6) The placer must be behind the ball except when lying on the ground to place the ball. (7) In the case of a knock-on into touch in goal from the field of play a drop-out should be given. (8) Where the full-back fell on the ball and did not attempt to get clear in front of the attacking players the referee should award a try, if in his opinion a try would have been scored.
