The proceedings 'at the Paeroa S.M. Court yesterday afforded an illustration of the fact that the system of transfer of names from the valuation rolls in cases of sales and sub-divisions of property • is altogether too slow a process. It appears that some very considerable time elapses between the time of notification of a change of ownership, with the result that demands for rates are often sent to persons who no longer own the properties concerned. The Valuation Department, it is stated, does not even notify a county clerk of the receipt of a notice of change of ownership, and, probably owing to congestion of work in the Valuation Department’s offices, the case might be overlooked altogether until trouble arises. It is certain that m the case of the Hauraki Plains County this delay, possibly consequent on the change of names from Thames and Ohinemuri to the new county, was the cause of many ratepayers’ names being off the roll at the time of the recent loan poll, and others on which should not have been, the nett result being in part accountable for the defeat of the loan proposal. The subject is one of vital concern to local bodies, and should be thoroughly investigated with a view to the method being accelerated
