The United States delegation to the | Pan-American Conference, after earlier I -declining, to-day announced that it I would sign the .convention granting equal nationality rights to women subject to the approval of .Congress, apparently assuring , uniform action throughout "the Western hemisphere. The United 'States National Women’s Party had vigorously protested,;to Mr [Roosevelt against the Ajtnejican ■ fail-, ure to "participate in what js described as “the first treaty, in history to grant an guarantee ’equality to women'in any department of life.”
