“There are at present no armed forces upon which the League can rely in order to maintain the Covenant inviolate,” says Dr Her her Hart, K.C., in the new edition of The Bulwarks of Peace. “Its impotence in this respect has been strikingly demonstration to the world at large, and its credit has accordingly been gravely impaired, In order that it should recover the prestige 'Which it once enjoyed) it is parent that its arm must be strengthened, Gwwtn is now essential to its continued vigour, It cannot reasonably be expected that States will abandon tueir means of -self-protection and selfredress until a better method of upholding public right has become available. Until, therefore, in some way or other the League has been enabled to fulfil effectively the duties with which it is charged, every great Power will naturally rely upon its own armaments for its own security, and the sanction necessary for the preservation of the general peace cannot exist, The whole course of the discussions which have taken place on the question of disarmament should have dispelled any illusions in' regard to this matter. Their comparative futility has, indeed, been predestined by the very nature of the case. As soon, however, as an authority should he constituted to which every State could appeal, not only for the recognition of its rights, hut for their enforcement, the problem of disarmament would at once admit of a rational solution.” • • •
