MADRID, November 28.
The country is still waiting impatiently for the complete returns of the elections. The scrutiny proceeds slowly in various districts. Only 303 deputies out of the total of 473 have yet been proclaimed elected. Second elections are being held on December 3rd in about sixteen districts the top candidates failed to </et forty per cent of the total votes cast.
