(Received this flay at 10.45 a.m.) LONDON-, November 23. ■The British United Press correspondent at Geneva says it is • learned authoritatively that Mr Henderson lias informed the big powers that he will act as observer during private disarmament negotiations, but will not assume any responsibility for failure. It is understood that, in the event of failure in the conversations, he intends to place hi s resignation in the hands of the League Council, to take affect from December 15.
