Sir LeiHi Ross (British war debt negotiator) on hi s arrival at Southampton from America, said that he believed that thpre was a change ol opinion in Administration circles in the United States, toward® the war debts, hut it would be difficult to say whether there wa s any change of thought among the members of Congress. Sensible people, realising the difficulties, had other things to think about.
