Reporting on its ■ investigation into conditions in Newfoundland,. -tkeTtoyai Commission reports: ' It says: “Ever since the war, 7 the Island has lived beyond its means, and is now in extreme financial, difficulties. These are largely due to reckless waste and extravagance, and to the absence of constructive, efficient administration, engendered by the political system which for a generation has been abused arid exploited for personal or party ends.” ■. .. v 1 The report criticises the way in which the cod fishery, her chief source of wealth, i s conducted, and advocates its reorganisation. It also calls attention to the inadequate use made of other natural re sources, such as forests, minerals, and large tracts in the interior suitable for fur-raising. The report also points out that the Island lies on the main track route between Europe and North America, and is destined to play an important, no-* in j.jj e development of trans-Atlantic air services. Newfoundland’s political system is strongly criticised and the report des dares a complementary requirement to measures of financial relief is that the form of government be temporarily ■I , modified, in such a way as would serve not merely to check unfortunate tendencies to'which the present system has , given'rise, but also 'promote rehabilitation of the Island on sound principles.
