After long preparations there h|as emerged -a “people’s government in China,” at Eoo Chow, headed by Zicliisen, -a former chief of the general staff of the National Government. Others included on -the executive are Chenmin Shu, Tsia Tiig Kai, Hsu-chung-chin, Cliuang Po Chung, and Eugene Chen, who i s the stormy petrel in Chinese politics, the latter assuming the post of Foreign Minister. The new Government is of a social democratic character, advocating rigid enforcement of an anti-imperialist pol icy, the annulment of all unequal treaties, state ownership of forests and mines, the equal distribution of lands, ;and the- participation of all parties i n 'affairs of government, including the ’Communist party
