Apparently the conservatives are level in Madrid, and the Radicals are far behind, but even here a second count on December 3 will probably be necessary, as it is uncertain whether any candidates have otained 40 per cent of the votes necessary for tion.Meanwhile each party claims victory. Eased on purely artificial figures, tlie estimates of the state of the .parties must be purely conjectural. TENSION IN SPAIN. (Received this day at 1.30 p.m.) MADRID, November 20. There is tension throughout Spain, many persons being killed and wounded.
