■WASHINGTON, November 17.

President Roosevelt to-day received a Government report to the effect that one million men will be changed from the unemployment troll to the Federal pay roll, through the Civil. Works Administration, which acts as a distributing agency.

General Hines, the Administrator, said that the newly employed men may feel sure that they will have their pay cheques on , November 25, in time for ‘Thanksgiving Day.
