The Secretary, for: Agriculture, Mr Wallace, in ah address Here, said the United States should reduce its, tariffs, or cut its production, or adopt a compromise course, and should be. ready to stick to it for ten or fifteen years. The United States should .make an early, but deliberate, decision as to its foreign policy, and follow it in all its implications. ‘ :•
He said that failure to adopt a sound course in foreign relations had coit the. United States farmers many millions of dollars. .“Foreign loans are all I right, provided that at, the time they are made we; are certain to have a tariff policy which, permits their repayment,” he said. , , . . “If the policy of nationalism is • decided on, it mby be necessary to have the compulsory control of marketing, the licensing or ploughed fields, and base and surplus quotas for every farmer, for every product, for’ each month in the .year-.. 1f. we follow an international programme, we absolutely must receive great quantities of goods from abroad. If we decide to lower our tariff only part .of the way and reduce our acreage only- part of the way, we must have the courage to do sufficient of both so that the job is done.” , .
