The movement possibly will he based upon a plan by which migrants will be settled in the Commonwealth and ’Britain will undertake to provide a market for their produce or other Output. Until the executive is confident that its ideas .can be realised and it confidentially secures the blessing of the ’Dominions Office, nothing i s likely to be made public.
