ATTITUDE THREATENING. (United Press Association—By Electric Telegraph—Copyright.) MOSCOW, Sep. 24. The press adopts an auti-Japanese attitude, following the Soviet Note regarding the Eastern Railway, which created excitement in Manchukuo, as the result of a threat to supersede the Soviet manager Rudy by a Manchuiirn official. The Manchurian authorities have arrested ICublu, chief accountant, Kalina, manager of the motive power deparmtent, and LavorJV, works manager.
