Labour’s executive committee will recommend at the forthcoming Labour party conference at Hastings, a detailed plan of action in the event of the party being asked to form a Government. This involves striking changes from previous practice. It is suggested that, immediately following cn a successful election, a national council, representing the Parliamentary Labour party, the T.U.C., and the Labour party executive, should decide whether the party shall take office; and that all of the .Labour (Ministers, during their term of office, shall discuss every matter of policy with the T.U.C. and the national executive. Though it is proposed to leave a Labour Prime Minister a measure of responsibility in the allocation cf the portfolios, it is recommended that lie shall .consult with a

committee representing the Parliamentary party. It. is .recoinmended that majority decisions .within a Labour Cabinet should he accepted. It is recommended that a Labour Prime Minister should agree to ci dissolution only after approval by .a' Parliamentary party meeting. It is also recommended that “the excessive authority of the Chancellor of the Exchequer must be ended, the financial policy being decided, by the Cabinet.” The Government, throughout must maintain close contact with the party, and the Labour Ministers must fully explain their polieies to Labour party meetings.
