The reason is that under the daylight saving legislation, summer time when all watches and clocks are set on half an hour, commences at 2 a.m. on the second Sunday in October. As October Ist is a Sunday, October BUi will be the day for the change over to the new time. Summer time will close on the third Sunday in March.
