A Navy .spokesman condemns as mischievous the propaganda regarding Japan embarking pri .naval competition that would lead to wav with America. The reports ‘as to .strained relations featured in- the vernacular press, be said, were ridiculous, and were harmful. Japan’s naval building was essentially a protective measure, being prompted by the large expansion programmes of other countries.
