His Excellency, in: the. course of his speech, said the’: Ministerial policy was ' .still : being; directed towards a readjustment of : governmental functions ! a ; nd 'finance in such a way as to stimulate a restoration of industry and with a view to affording further relief from taxation. A policy would.be pursued qf; progressing steadily towards a budget equilibrium -in accordance with the Premiers’ Conference plan.
