There is good reason to believe that Japan; is anxious to negotiate commercial agreements with the Dominions, and- the ,recent Tokyo utterances, hostile to Empire trade, are probably designed to bring pressure on the Dominions.
The “Sun Service” understands that Japan is particularly desirous for a trade treaty with Australia, and the Japanese 1 industrialists’ wool threat was probably aimed at inducing Australian wool growers to influence Canberra, hoping to frighten the Government into seeking a trade agreement. The threat to use South American wool need not be taken seriously, beoause South America cannot replace Australia any more than Japan can grow wool successfully in Manchuria.

,[ The statement that large orders for -New Zealand wool for delivery next year were in suspense .till it was known whether New Zealand 'Would Impose discriminating tariffs against Japanese goods, the nation would boyCommission by Mr A. K. Phillips, managing director of New Zealand Distributors) Lftd. He added that, if those duties were imposed, the wool orders undoubtedly would be cancelled, Mr Phillips said that national honour was such a strong factor in the life of Japan, that, in the event of discrimination' in tariffs against Jananese goods; the nation would boycott wool, and use cotton, silk and rayon.
He urged-that the wise course was to seek a friendly solution by peaceful negotiations. New Zealand should be guided by trade negotiations-between Britain and* Japan. ' ,
