The report of the Commission consisting of Sir Charles Fergusson (chairman), Sir Chas. Orr and Mr Mac Neill Campbell, of the Colonial Office, which lias been dealing with the question of the closer union of the Leeward Islands, the Windward Islands, Trinidad and Tobago, recommends that the islands forming the colonies of Hie Leeward and Windward Islands be united into one colony, under a Governor with his headquarters at St. Lucia. . The report states that whatever advantages may now accrue from the amalgamation of Tobago with Trinidad, the former has always been a financial burden to Trinidad since amalgamation, and Trinidad is strongly adverse from embarking on more experiments in the direction of closer union with the other islands.
