Replying 'to-day to a- -deputation from Howard League which submitted that the present penal'system was both unscientific and that it neither reformed or bettered offenders, the Minister, HOll. ‘Oobbe, said the latest 'figures regarding the Borstal at Invercargill showed only fourteen per cent. Of the inmates came before the courts again.
Referring to the work of the Prisons Board, he said there was no tendency to keep prisoners in gaol when their conduct warranted reduction of their sentence.
Concerning a pfopbSlil for a tnore extended use of probation, Mr Cobbe said he wag given to understand that tne judges made considerable use of it, but it had not proved the success anticipated. A number of those who Ijenefittod did not seem to learn the lesson, and the tendency now was to increase (sentences, and to make a more sparing use of probation. ( ,
