WORLD CONFERENCE
CUBAN PROPOSAL. (United Press Association—By Electric Telegraph—Copyright.) (Received this day at noon.) LONDON, June 21. At the World Conference, Cuba submitted to the Economic Commission, proposals for stabilising sugar production including an international agreement for ten years, to construct no hew sugar factories and not to increase the effective productive capacity of existing factories; grant no new subsidies'production or export of sugar, nor increase tariffs beyond seventy per cent ad valorem. The Norwegian, Feranley, suggested the sub-committee should draft a convention for the total or partial abolition of State subsidy to shipping, except those necessary to maintain certain mail and passenger services. The committee formed a sub-commit-tee to deal with the regulation cf experts. The nations represented include Canada and Australia.
