FRANCE REMINDED OF TWO UNPAID INSTALMENTS. (United Press Assojiatioa—By Electri/. Tel egi-aipk—Copy right.) (Received tlris day at 10.30 a.m,) WASHINGTON, June 17. The United States on Saturday dispatched a formal note to France, foi eciully reminding the Paris Gove, mnenu of two unpaid war debt instalments, and ignoring tho appeal for a review of the situation. Similar notes were sent to Poland and Belgium, also in default for two payments. A note was handed to the Italian Ambassador Rosso, at the same time, saying that, while the Italian million dollar payment might he considered unsubstantial by Congress, the President was willing to enter into a discussion re the Italian debt. It was made clear informally that France must place itself on the same footing as nations wlio partially or fully met their obligations be! ore the debt question could be reopened. U.S.A. GIVES A REPRIMAND.

WELLINGTON, June 17. To-day the State Department made public a considerable part of the recent war debts : correspondence revealing there wa.s rather , a sharp note sent to France, which country made no mention of inability to pay. The notes to Belgium «nd Poland were almost identical, but it noted their declaration -of their inability to pay. According to the best information the President’s debt policy regards those nations making token payments as not having defaulted. Any v&vjsio,n suggestions from them, could be immediately 'acceptable as a bads for consideration, while those that defaulted .must make good the 15/12/32 payments, plus a token of the June Ist obligations. .. The latter part of this policy, it is believed, is subject to possible ohajnge, although much opinion. -Wds that such action would not be fair to Britain and. the other token payers.
