DESIRE EXPRESSED FOR RETURN REPRESENTATIONS TO LEAGUE (United Press Association— By Electric Telegraph—Copyright.) LONDON, June-;-!?. Dr Hugenburg Inis presented to the League of Nations a memorandum urgGermany’s claim' for colonies in Africa. The memorandum declares that under Chancellor Hitler’s guidance, Germany i* fighting against the destruction of the West, She rei uses to be destroyed by the lower type of humanity developing among the Western peoples. If Germany goes down, then others will follow. Consequently, it is essential to' restore Germany’s old position as a payer of international obligations In the first place, says the memorandum, it is necessary to grant Germany a colonial empire in Africa-, thus enabling the Germans to carry out their works and enterprises, which otherwise could not exist. Secondly, it is necessary to give “people without space” new areas in which to settle. The world is suffering not from over-production, but from under-consumption. The German Delegation informed the League that Dr Hugenberg’s memorandum is private and that it in nowise conforms with the Delegation’s opinion.
