Bearing the signature of Sir Eric Drummond, the League ciieularised members of nations and the /United States, requesting them r.ot to recognise Manchukuo stamps, passports or currencies and to instruct Consuls stationed in Manchukuo not to do anything to imply recognition of the Government of Manchukuo.
