The Soviet add,? that Japan falsely alleges, as a pretext, the violation of Treaty rights, asserting that Russia seized the railway (rolling stock, and that therefore Japan is compelled to prevent any further departure of locomotives and wagons. The Soviet states that Japan’,? real object is to force down the market value of the railway, which Japan hopes to acquire cheaply from Russia.
