King Albert has expressed admiration of President Roosevelt’s message, and added that Belgium had already stabilised her money and decided to maintain it at the present gold value. She attached capital importance to the freedom of international exchanges.

M. Kalinin has assured Mr Roosevelt of a warm response. Russia welcomes tho proposed pact for non agression by all countries, and would willingly co-operate either at the disarmament or economic conference.
