MR ROOSEVELT’S PROPOSAL (United Press Association—By Elertrir Telegraph—Copyright.) NEW YORK, April 26. Roosevelt’s recommendation to Congress regarding the war debts is understood to give him authority to grant a moratorium on the payments until after the London' Economic Conference. Thi s move is authoritatively tfaid to be conditional only upon the French entering e.n agreement first to meet their defaulted December 15th. interest payment.
