: MEETING OF BOARD.
AMENDMENT OF LICENSING RULES.
CHRISTCHURCH, April 20.
The necessity for’ care being exercised by secretaries of clubs in endorsing. applications for a driver’s or a rider’s license was . emphasised by Mr \V. Hayward at the inerting of the Hoard of the New Zealand Trotting Association last night,' when lie . gave details of two riders;, who had been duly licensed, but who only had one leg each. In future,, applicants . will be called upon to answer a question asking whether they .suffer from any physical disability. The meeting was attended by Messrs J. H. •.Williams (chairman), J. R. McKenzie, S. W. Kelly, j. M. Samsoii, H. W. Kitchinghatn; J. B’. Thompson, T. J. W. Buxton, and W. Hayward.
One-Lagged Riders.
Mr Hayward said that a matter to which publicity should be given was that, at a non-totalisator meeting au Roxburgh recently, the stipendiary steward attended: and found two men, one riding and the other, driving, with two legs between them—in other words the men had one leg each. Both men held licenses. At . first glance that might not seem, complimentary to the Licensing Cqnimittee, but it had to be remembered that the. committee had to rely on the endorsement of the local secretaries to save the committee from such a State of affairs. The oommitteo could not visit the different centres, or call applicants before it, and he took it that the responsibility was on local secretaries to see that applicants were not under any physical disability. One of the men referred to actually was strapped into the saddle, and he took it that that was a really serious state of affairs and seemed to indicate that secretaries did not apppreoiate the importance of endorsing such applications. These men, when licensed, if an accident befel them, would'have a claim on the provident fund. He thought that the licenses should be withdrawn. He did not think it right .that these men should be riding and , driving with only one leg. In future the application form for a driver’s or a rider’s license should include the question: Are you suffering from any physical disability? On the motion .of,>Mr Thompson, it was decided to give effect to Mr Hayward’s suggestions. .
Others Matters. Tile application of, the Northland Trotting Club for < re-registration was acreed to. - • ■, The Cheviot Trotting Club reported that lifter nn enquiry by the Judicial Committee of the Club, it was'decided ta disqualify tiie trotter Amonos-for the race, the horse haying been placed second in the Spotswood Handicap at the annual meeting of the club on March 18. The placings then were Paul Drusus 2, Carnera S. • The action of thfe: plub was endorsed. The Thames Trotting Club forwarded the evidence taken , at ah enquiry into the handling' of Francis Lincoln, by J.
G. Robertson, in the Totara Handicap, on April’ T. The Judicial Cininnttee of the club decided that; in their opinion the horse was not driven to the best advantage, ( but decided that no further action be taken—a decision arrived at. after careful consideration. Further evidence was taken by the committee at Robertson’s request, but after bearing it, the committee decided to adhere to its previous decision, i The action of the clqb was endorsed, i Mr F. V. one could not wish for a better horse at the mile and a half.. The horse was always given barrier practice before every meeting, and the ' writer stated that be would do his best to get him used to the barrier, and hoped than there would be no further' trouble. The letter was received.
The Te Aroha Trotting Club forwarded the evidence taken respecting the complaint lodged by the stipendiary steward against Golden Huia being placed third in the Elstow Handicap. After consideration the judicial committee decided to reverse the placings of the third and fourth horsos, Golden Huia fourth. The committee’s finding was that Golden Huia obtained third place by galloping. The club’s findings was endorsed. Mrs M. Hiddlestone was fined £1 and R. J. Humphreys was fined £l(s for failing to register a joint interest in the lumae. Jimmy de Qro,
John Richards, of Gore, applied for the removal of the life disqualification imposed upon him in February, 1924, and it was decided to reduce the disqualification to 10 years.
Conditional horsemen’s licenses for three months were granted to J. W. Grant, L. P. Kinzett, and A. Sharp.
The deaths of the following horses were reported: Dollar King, Groat Locanda, Good Yield, Lucky Loo, Molly Molloy, Tanepai, "Winsoon, and Young Tahu.
