REFEREES MEET
RULES CONSIDERED
BLENHEIM, April 15. Th e annual conference of the New Zealand 'Rugby •Referees’ Association began in Blenheim this morning. The chief business is the revision of the laws of the game. The decisions will go forward to the New Zealand Rugby Union in the form of recommendations. A vote of condolence was passed with the relatives of i\fr Loui s Grevers, a. former -se-cretary 0 f the association and a member of th 3 executive. It was agreed that a ball was not dead unless it touchd the ground over the touchline or .th e player with it touched the line or the ground beyond. , A mark should not be awarded unless a player was st .tionary at the moment of marking the ball,. A recommendation was carried that timekeepers with bells should be dispensed with, as they were outside the laws, Die referee being the sole judge of time. It was agreed that a- ball is out of the scrum when it clears the middle row, and if the back row man kicks the ball back into lh e scriim he is guilty of an offence, ,r Officers were elected as follows: —• President, Mr E.
