While there is still some obscurity regarding 'Signor Mussolini's four-power plan, political correspondents are able to throw some light on it. The “Observer’'- s ays that the plan proposes a European undertaking not to-resort to war for a defined period, so that the respite thu s gained will be 'utilised to secure in agreed measure a revision of th e Versailles Treaty, and, in agreed measure, armament reduction.

The agreement will be first formally registered as the Four Power Treaty, after which it will go to Geneva where the European power s generally will be invited to subscribe. It is feared in some quarters, particularly France, that this procedure will weaken Geneva’s prestige. The answer is that, unless the four powers are agreed the plan is doomed.
