NEW REGULATIONS

Motor goods services will conic under severe restrictions a s from June 1, in accordance with the terms of comprehensive Regulations that were issued by the Government to-day. The owners’ services that ar e entitled to automatic licenses must lodge their applications before May 1, or otherwise they will lose th@ right of these licenses.
The Regulations vest the powe r 0 f granting and refusing licenses to goods services in the hands of the licensing Authorities having jurisdiction over passenger services.
Licensee are not required for motor vehicles used solely by persons' or firms for th, e carriage of their own goods or for the carriage of goods entirely within, or up to, five mile s beyond the boundaries of all boroughs, town districts and special exempted ai'ea s around the four main centres. Where goods are carried five miles or more beyond the specified boundaries, the whol e journey comes under the control.
The carriage of goods entirely on formed road s other than main or secondary highways will not require to b e licensed, but if airy journey includes fiv e miles or more of main or secondary highway outside exempted areas, a license is required. Special exempted areas in and around the four main centres have been specially drawn to exclude from the licensing system the heavy volume of local traffic within their boundaries.
Referring to th e Regulations, Mi Coatee gave an assurance that ft was 111,(1. -intended to bolster the State undertakings at the expense of private capital. The object was- to effect a co-ordination of services. The New Zealand Road Transport Alliance, representing the operators of long distance goods, vehicles, approves of the principle 0 f the regulation and licensing. s° Mr H. J. Knight, the secretary of this organisation, mu id this evening. Licensing and con. tr 1 were regarded as an experiment. The ' r rnnsport Department had discussed the proposals with the vehicle operators, and had modified various . "ints in the draft regulations. A trial would provide data for amendments, and if the operators \ver e given a reasonable bearing, the regulations ‘♦honld ultimately benefit goods carriers.
