DUTCH EAST INDIES. FLEET COMMAND REBUKE. . BATAVIA, February 20. The mutiny of the Seven Provinces crew was the sole subject of to-day s meeting in the East Indies Representative Council, where speakers severely relinked the fleet command for not knowing what was going on among the crews.

It was declared; too, that the officers were too aloof to lead natives, due t 0 the officers’ scanty knowledge of the native language. The debate on the report of the Marine 'Department chief gave members an opportunity to demand that equally severe treatment he meted out to native and European ratings and officers if it could he proved that they did not do, their utmost to prevent or to end the mutiny. Tho commander and first officer of the Seven Provinces, who were on shore when the mutiny started, and the -watch officer, who left the ship, have been suspended from duty,
