PASSED AFTER LONG DEBATE. (United Press Association—By Electric Telegraph—Copyright) PARIS, March 1. By ' the. simple process of stopping the clock at midnight, the Chamber of Deputies is able to continue its debate on the finance bill, which must be passed before the end of February. Thus, although it is now March 1, it is still February in the Chambers. The Bill lias been tossed between the Chamber and Senate almost daily, and amended in each place. The Chamber adopted the Senate’s amendment making the general rise in the income tax ten per cent instead of twenty per cent. The Chamber is now discussing the civil service cuts. The Finance Bill has been passed.
