The House of Commons has passed the second .reading of the Hom 0 and Empire Settlement Bill, a private measure proposed by Mr A. Ward, Conservative member for Cannock, Staffordshire. This, the Dominions Secretary, Mr Thomas, pointed out would be unlikely for a considerable period, but if, and when, the Dominions again became prosperous, they would be able, he said, to absorb British migrants in tho same proportion as hitherto.
