LEAGUE AND MANCHURIA
A FORWARD STEP TAKEN

The Committee of Nine has completed the final part of the report on the Manchurian situation. It declares that the obligations under the League Covenant Pact of Paris, and the (Nine- Power Treaty and M. Brurnd’s declaration must be observed, and aski-s the assembly to accent the principles enunciated in Chapter Nine of the Lyttovi Report as a necessary condition to settlement. It recommends the establishment of a, coinnvi-'tee of negotiations to effect the withdrawal of Japanese troops and establish an autonomous Governmentin Manchuria. The Assembly will decide what nations will be represented on the committee iof negotiai'ion. The United States and Russia have been invited to participate, and members of the League a.ro asked to do nothing to prejudice the work of the committee.
They were enjoined to refuse to recognise the existing regime in Manchuria. Disputant fading to comply with the invitation to negotiate with he deemed to have refused to accept the report.
