The proposal, which was accepted by the Soviet, is for the establishment oh a,permanent Soviet-Japanese Manchukua • frontier, and for a commission to settle local incidents a s they arise.
THE MALOJA DELAYED, LONDON, January 18. ' A, Gibraltar message says that the Maioja was delayed for 24 hours by an easterly • gale. Passengers disembarking ivere drenched, and none, were able to embark. Three lighters carrying luggage cargo broke' away and two i ran aground.
