CAMPAIGN PLANS OPERATIONS IN MANCHURIA. (United Press Association—By Electru Telegraph—Copyright) SHANGHAI, December 27. Reports from Harbin, in North Mancliauria, state that Japanese and Mancliuko forces are nearing the completion of preparations for a drive, that was intended to clear a section of the Chinese Eastern Railway, between Harbin and Pogranichnaya. There is a large number of troops of all arms steaming eastwards in readiness for this campaign, which is confidently expected to carry them to tho borders of Manchuria, on the maritime provinces of Siberia. Their objective is the elimination of the Chinese Generals, Ditu and Tinghao, who formerly were in control of the railway gnurds. The old regime, however, is a now most bitter opponent of the present Maneliukuo Government.
