The mayor, Mr -I. W. Hutchison, said that during the last two years the council had expended a considerable sum on the No o'Scheme. The men had received rational work. Nobody, he said, would contend that the rate of pay’was adequate to keep a wife and family. Matters ") would never be improved unless the Government or' the Council came out with a policy of giving additional work and wages .
