GENEVA, November 24.

The Lytton Commission is informing the League Council that it does not desire to modify its report. Mr N. Davis conferred with M. Matsuoka and suggested opening constructive negotiations for a settlement of the Manchurian dispute.

The Japanese regard Mr Davis’ intervention as indicating that the United States wishes to encourage a direct settlement.
