[RUGBY, 'November 23. The League of Nations’ Council decided that the Lytton Manchuria Commission should meet to decide whether, in the light of the speeches, they desired to modify their report. GENEVA, November 23.
' At the League Council meeting, M. Matsuoka vigorously accused China of anti-foreignism. He declared that hatred of foreigners >wa s taught in the nurseries and schools. Th e boxer spirit still animated politicians. Japan feared there might be an outbreak within ten to fifteen years, worse than in 19(50. 'M. Mafasuoka denied the allegations that Japan aimed at a conquest of Asia, and then of the South Seas.
