IF MORATORIUM NOT EXTENDED

LONDON, November 22
The “Daily Telegraph’s” diplomatic correspondent says: “Assuming that the United States refuses an extension of the debt moratorium, suggested courses open to the powers are: Firstly, the payment of the instalment, accompanied by 'a declaration of hardships to the debtor country and disadvantages to international trade including America’s; secondly, default, also accompanied by reasoned statement: thirdly, to offer to pay the instalment into the suspense account, pending the outcome of wider negotiations.
It is unnecessary to say that, whatever may be the attitude off other powers, Britain will not consider default.
