KING’S SPEECH

AT PROROGATION OTTAWA CONFERENCE REVIEWED (United Press Association —By Electric Telegraph—Copyright.) LONDON, November 17. The King’s speech at the prorogation of Parliament expresses deep gratification at the successful conclusion of the Ottawa Conference, remarking : “I truSj. it will add strength to the ties between my peoples and stimulate Imperial trade.” Reference is made to an Act of great constitutional significance, namely, the Statute of Westminster, which makes clea 1 the powers tof the Dominion Parliaments, and thereby implements the resolutions of the Imperial Conferences of 1926 and 1930, setting out the relationships of the United Kingdom and the Dominions. Gratification Was expressed at the fact that cooperation has so readily been forthcoming from the Dominions and foreign Governments regarding the scheme for the voluntary regulation, of imports of meat to Britain.

Regret is expressed that certain questions which have arisen between the United Kingdom and ,th.e Irish Free State have not yet, despite the efforts made, been found capable of adjustment. Reference is also made to the many difficult questions involved in the revision of tihe Indian constitution, and to the removal ©f a serious barrier to progress by th© Government declaration regarding communal represent** tion.
