Autumn manoeuvres have begun in Osaka district after elaborate preparations, on double the scale of the previous post-war exercises. Enormous silent throngs from the school, colleges, ex-soldiers and the public kneeling on matting at the roadside, greeted the Emperor ou his arrival at Osaka. During the*preliminaries, there was a thorough combing out of bad characters, dangerous thinkers and radites, twentv-five miles from Osaka.
