TOKIO, November 9
Twenty-one white Russians arrived in an open boat at the coastal village of Hokkaido after a sensational escape from a convict labour camp in Siberia. They are desirous of proceeding to Manchukuo which the Japanese authorities are permitting, thus enabling them to avoid the- death penalty at the hands of che Soviet in the event of their return to imprisonment.
