LOAN AGREED TO. MELBOURNE, October 30. The Premiers Conference were notified that th© banks had agreed to an internal loan of eight millions at 3J per cent, for ten years at par, four millions whereof is being devoted l to public works in the various States, and the remainder for funding treasury bills. ■
