OFFER, TO 1 QUEEN. (United Press Association—By Electric T elegraph—Copyright A BUCHAREST, October 30. Government have offered Princess Helen the following 1 conditions without alternatives —Firstly, a sum equal to what she received prior to the reduction of the entire civil list and state employers 'salaries, or nearly fourteen thousand sterling; secondly, permission to visit Roumania, residing where the Government desires. Princess Helen is given until tomorrow to reply.
