SUPPLY FOR FRANCE. The Soviet Oil Export Company announced, a few weeks ago, the ratification of an agreement with a group of French oil importers for the sale of more than 2,000,000 tons of Soviet oil during the next five years. The deal coincided with the visit of a French Parliamentary Commission, and is taken to imply an important extension of French-Soviet commercial relations. But the agreement just concluded which .assures definite French payments i'v is expected in Moscow to prepare the way for broader credit arrangements than French banks have been able to grant; Added significance is derived from the arrangements for Soviet oil, in view of Paris reports that French-Soviet commercial negotiations which have hung fire for more than a year, are assuming a nidro active character.
