ALTERATIONS TO BE MADE. the position OUTLINED. (Per Press Association- Copyright.) WELLINGTON, Odto&er 19. After December next iall goods services in. New Zealand will require to he licensed, according to proposed regulations under the Transport Licensing Act, .details of which were foreshadowed by the acting-Minister of transport, Mr Ransom, to-day. The Minister said' that, in view of the fact that, in dealing with passenger services, the Dominion was divided into districts, it was considered thiit • the continuation of these districts and the existing licensing authorities would form a very satisfactory basis for the licensing of goods services. This,, however, was subject to the exception of the four metropolitan transport areas. It was proposed, to merge the four metropolitan transport areas for purposes of goods control into adjoining districts. A .similar provision is made for the granting of automatic licenses to goods services, as was done in the ease of pasaenpts:- services. Goods services in operation on November 11, 1931, will be entitled to an automatic license for the first year.

The class of. work covered by the regulating scheme falls into the three following classes: — (a) Haulage of commodities by lorries operating regularly to some kind ot timetable over a defined route; (b) Operations of carriers who run in niore or less definite areas, but. do not operate over any particular definite route; (c) Operations of a carrier who is called upon to undertake trips on particular occasions.

The following licenses meet the ease set out above (a) Route licenses, divided into licenses to run twelve months, and licenses to run for a season or seasons; (b) Area licenses, divided in the same manner; and (c) Temporary licenses. Mr Ransom states that the Government has given consideration to the question of overlapping taking place in the col’ection of cream, but in view of conflicting opinions, >t had been decided to tak P no action in the mean time to regulate this particular traffic until the whole question can he thoroughly examined.

No steps are to be taken, either m reference to bobby calf and fat lamb traffic, until thes € have been given a thorough investigation.

Concluding, the Minister said that owing to thp approach of the Christmas and. New Year holidays, the Government desires to finalise the matter in the near future, and wishes representations to be made before November.
